A simple zero-config tool to make locally trusted development certificates with any names you'd like.
Some development CA may be created by an external solution and mkcert can be used to install or uninstall these CA by providing `rootCA.pem` and `rootCA-key.pem`. In this case, the private key may also be RSA or EC one. This Pull Request allow to read the private even if it's an encrypted one.
