Feature request: Derive OS_VERSION var from uname#1

There's commented code already for `uname -v`, but we should consider reparsing from e.g. `Fri, 06 Mar 2020 00:57:33 +0000' to e.g. '20.03'. The OS_VERSION is currently hardcoded to '18.04' as a first stab at things. (And because it works for me.)
