The culprit here was needing the Node flag `--experimental-import-meta-resolve`, I hadn't seen in the docs that it's needed for the second param of `import.meta.resolve`. Another issue was that the Moss plugin failed to detect Moss from inside Moss. see also https://github.com/ryanatkn/moss/pull/54
