[build-sourcemaps] Include codeframes in prod when sourcemaps are enabled#78710

Sourcemaps will be far more expensive than creating the codeframe which is critical for the error to be useful at a glance. This won't affect prod runtime unless it runs with `--enable-source-maps` which is not the default. I haven't added any test assertions for this yet since there's more broken behavior to be fixed before the assertions will be useful for `next build`.
